Although loosely structured, the White Hand is fairly hierarchical.  Hyperborean Emissaries are Witchmen that are close to attaining the status of fully-fledged member of the clique.

They are the deadly agents of the White Hand abroad, employing a persuasive mixture of promise and terror, and it is ill-advised indeed to stand in their path.  They are plenipotent, that is, invested will unbridled power to make decisions on behalf of their masters.

The Hyperborean Emissaries are, naturally, the future leaders of the White Hand, as soon as they have been able to put a black dagger into their master's back.
